The private sector and government play a critical role in providing new energy solutions. In addition, states must transcend their narrow national interests and create cooperative solutions to overcome today&#039;s energy challenges.&lt;/p&gt;

 <title>Iraqi Democracy: A Work in Progress</title>

&lt;p&gt;As expected, the Iraqi constitution appears to have been approved. A majority of Iraqis showed themselves to be both courageous and optimistic about the political process. The ruling coalition and the Bush Administration are calling it a major victory for democracy. As President Bush may repeat any minute now, &amp;#8220;freedom is on the march&amp;#8221; in Iraq.  &lt;/p&gt;
&lt;p&gt;But the referendum approving a constitution does not end the bloodshed nor give a green light for a speedy US withdrawal.&lt;/p&gt;

&lt;p&gt; Algerians on September 29, approved the 2005 Charter for Peace and National Reconciliation that will put an end to over a decade of bloody civil war, which claimed more than 150,000 lives. The first offer of amnesty, approved in a 1999 referendum, expired in 2001. Some 4,500 Islamist insurgents reportedly gave themselves up to the authorities at that time, and the government hopes others will do the same under the new amnesty.&lt;/p&gt;

&lt;p&gt;The Egyptian bomber who bombed the Player&amp;#8217;s Theater in Doha on March 19, killing one person and wounding several others, gave a wake-up call to a country that seemed untouched by the cycle of terror that has racked its neighbors, such as Saudi Arabia and Kuwait. The terrorist incident outside the theater happened despite exceptional security measures taken by Qatar in the last two years to ensure its inhabitants a normal, peaceful life.&lt;/p&gt;
